Departments also differ in their time orientation. Production departments may have a very short time frame whereas R&D departments may have a much longer one. Based on their values and time orientation, departments develop their own goals, which mayor may not be consistent with overall organizational goals. As organizations grow, organization structures grow taller, response time slows down and bottlenecks occur. Interdepartmental communication becomes more difficult and barriers arise. Departments build and protect their own turf.

Also, the limiting factor in the air defense of Britain was a shortage of pilots. The Spitfire was a highly maneuverable aircraft but was difficult to learn to fly. Over 1 000 student pilots were killed during wartime training. Thus, the desperate Royal Air Force recruited volunteer foreign pilots, mostly Poles and men from the Commonwealth nations.
