Order in the Middle East has been fluid and contested since the development of the modern state system which followed the defeat and dismemberment of the Ottoman Empire after the First World War.

This state weakness in turn has contributed to an exacerbation of previously existing problems. It has ramifications for ongoing conflicts and tensions between Israel and Arab states, making them more intractable and less accessible to solutions. Similarly, the Iraq War, its escalation and its consequences have also weakened the capacity and credibility of external actors — whether states or international organizations — to respond effectively to the ongoing challenges to regional and global stability.
