This chapter first situates debates over police accountability within their larger context and then outlines the development of the professional, activist, and legalized accountability perspectives, ending with the stalemate of the early 1970s. 1 The Supreme Court under the leadership of Chief Justice Earl Warren, for instance, focused much of its reformist judicial activism in the 1960s on police reform; and at virtually the same time, widespread frustration among African Americans over police harassment and abuse contributed directly to the wave of urban riots.
