He saw the industrial countries acting largely as a bloc, protecting their shared interests in the status quo. From Djoghlaf's perspective, the mem­ bers of this bloc were reluctant to fulfill the promises they had made to developing countries at the Second World Climate Conference held in Geneva, Switzerland, in November 1 990. Furthermore, the developed countries were generally hesitant to make any new or specific commitments for additional financial resources. In contrast to Borione and Ripert, Djoghlaf viewed the developing countries as a diverse and divided group.

Each of these instruments established important precedents and underlined the continuing relationship between issues of economic development and environ­ mental protection. Taken together, they will set the agenda on global environmental issues for the next several decades. The Climate Convention and the Rio Agenda The Framework Convention on Climate Change is the second major international legal instrument to address a problem of global environ­ mental change before the worst impacts have been clearly documented or measured.
