The principle of balance – that the various units in an organization should be kept in balance. The principle of continuity – that reorganization is a continuous process and provision should be made for it. The principle of definition – all the above should be clearly defined in writing. 18 They concluded that the same principles of functional specialization, scalarity (hierarchy) and coordination had been applied in these diverse organizations throughout history, and that these were equally applicable to modern industry.

Among firms engaged in one-off or small batch production, the appropriate structure was one that had relatively few hierarchical levels and wide middle management spans of control. Moving up the scale of technological integration through large-batch, mass production, to process production, the structure of good performing firms tended to become taller and narrower, with longer hierarchies and smaller middle management spans of control. Other studies also pointed to implications for organization arising from production technology or from features closely associated with it.

Impersonal criteria are laid down that define and delimit the duties of each employee. This definition of tasks provides the basis for specialization. Each employee is given the authority necessary to carry out these assigned functions. The responsibilities and authority of each employee (administrator, manager or other employee) form part of a hierarchy of offices. Official business is conducted on the basis of written documents. The holder of “offices” (formal positions) do not own those positions or the resources necessary for carrying out assigned duties, though they are accountable for the use of such resources.
