The point of significance in these movements of political . expression within the states­ system is that they did not succeed one another by replacing or destroying the phase before. Each phase overlay and inherited part at least of its predecessor, so that not merely did the balance of power emerge within the remnants of an order which defined its 'field of political forces' but the phase of balance was in turn incorporated into and, so to speak, underpinned the phases of concert, codification and organisation.
