As late as the mid 1980s there was a general view that the Restoration period was less interesting than the early Stuart period, partly because there seemed to be fewer overt crises. That was what made the Exclusion Crisis so striking. 9 But recent researches – notably those by Gary De Krey – have identified numerous Restoration crises: crises about conscience and counsel in the mid and late 1660s, about prerogative power and religious settlement in the early to mid 1670s, and about standing armies in the 1690s.

The Pope shouts down from the top right hand corner ‘Courage mes enfans’, and the title proclaims that the religious groups presented are but popery in masquerade. Why? They aim, as papists do, at the overturning of the English state. Finally, we will turn to the insights offered by an analysis of nonconformist culture that is methodologically indebted to literary and art historical methods. In this last section of the chapter, it will be suggested that a close reading of much nonconformist literature suggests that they used cultural forms – poetry, pamphlets, and the woodcuts associated with them – in order to make points that might be defined as broadly oppositional to the established Church and government. Thus, ultimately it will be shown that one of the reasons that dissenters were a problem is because they insisted, through the works they produced, on continuing to make themselves a problem for the Restoration Church and state.
