The difference is that, prior to 1789, it had been the aristocracy that was the conscious vehicle of this community formation, bearing the related emotions and responsibility with the composedness of possessing and exercising power for several centuries. From the end of the Middle Ages, the intellectual and middle classes, the third estate, had been making their way into the national framework.

In their political and social organization, they have been unable to implement the European forms of democracy and socialist progress; they are as a rule unable to rid themselves of the rule of tyrannical princes, feudal landlords, and military cliques. From Medieval German mystics through Luther, Hegel, Nietzsche, Wagner, and Treitschke to Rosenberg, their thought has been a protracted rebellion against Latin lucidity and Christian humanism. Their scholarship is but punctiliousness lacking all genius; moreover, nothing stops them from putting their learning in the service of even the most vicious intent.

Not so István Bibó. He believed that political development from personal rule to impersonal service and a social organization based on the principles of freedom and democracy belonged among the greatest enterprises and achievements of mankind. This enterprise is far from over, yet it does not assert itself with self-evident automatism and has in many ways run aground. 64 No final explanation of the world, no saving scheme, no philosophical system, no surrogate religion, no concept of a single and final solution to a puzzle, no indoctrination will undo but will only gloss over or intensify the fears engendered by individual and collective forlornness,65 the fears related to those politically dim situations that personal rule no longer defines and impersonal service still does not determine and where political culture and socialization and the patterns of community assessment and conduct foster the rebirth of personal rule due to the spread of fear.
