Hence the deserters wound up with us and it became impossible to say who had been taken prisoner and who had deserted. There was a deserter, a warrant officer, who wound up in the hands of our military intelligence, our osobyi otdel. He could not persuade them that he was not a spy, and they shot him during the interrogation. After that incident I wrote Maskhadov’s Decree 241 on the different categories of prisoners, their proper treatment, and criminal responsibility for violations. I want to think that this decree was honored and did help some people, but of course many problems persisted.

From what I saw at this stage, Maskhadov and Shamil were close and helped each other. We were not a regular army and the hardest part of it all for us was not the battles—battles are quick—but the logistics, the myriad organizational issues of housing and supply and discipline in our ranks. Although it is a small place, Chechnya has three distinct zones: Nadterechnyi, VedenoNozhayurtovskii, and Shatoi-Itum-Kalinskii, and although all are Chechens they are different. What do you do when 300 men from a different part of Chechnya arrive suddenly and need to be quartered?
