I7 The Economic Problems of Housing of the comparisons I made indicate that a higher proportion of Negroes than whites inhabit substandard dwellings when income is held constant. For this reason I doubt that residential segregation of Negroes results in higher housing prices for them or restricts them to areas of the worst housing quality. My empirical results provide little or no support for the various supply-side hypotheses of slum formation which I was able to subject to empirical test. There was a strong positive association between the proportion of dwellings built prior to 1920 and the proportion substandard in South Chicago in 1950.

Rather surprising was the fact that the age of city variable had a strongly negative coefficient in the condition regressions, just the opposite to what one would expect on the basis of many arguments given for the existence of slums. Because the coefficient of this variable was so highly significant, being about three times as large as its standard error, I retained it in the two-stage least-squares condition regression shown in Table 2, but I have no good explanation for it. Finally, as a further check on my initial results, I examined 1960 data for the same South Chicago tracts used in the 1950 comparisons.
