The movement towards its restoration is search and exploration. "21 This state of "imbalance in organic-environmental interactions" is, perhaps, the clearest way to describe the antecedent conditions of inquiry. Its biological character is the more apparent when Dewey continues to say: "Every 'such interaction is a temporal process, not a momentary cross-sectional occurrence. " It is confused means that "its outcome cannot be anticipated. It is called obscure when its course of movement permits of final consequences that cannot be clearly made out.
This final action being judgment, it, along with the inquiry producing it, warrants an assertion. " 39 And if judgment is the "transformation of an antecedent" unsettled situation into a determinate one, then judgment is the movement, or act as performed. For how else, but by movement and deliberate action can a situation be transformed? There are, no doubt, certain difficulties involved in what I have been saying, and supposing, thus far about judgment, but we must pass them by if we are to proceed to the issues facing us.
Other more extensive inquiries are the obvious demand, but until a more satisfactory plan or outcome is arrIved at, in heu of nothing better, if the problem still needs attentlOn, the plan which is partially satisfactory may be retained as a rough working hypothesis. As inquiries progress, they may come ever closer to producing that desired judgment (or final plan of action) which will settle the entire troubled situation. But this is an ideal which practice works towards, and which in some cases may never be entirely realized.
